Fix cert-manager-stack ArgoCD sync issues
- Move retry policy under syncPolicy (correct placement)
- Add ignoreDifferences for CRD and webhook caBundle fields
- Add RespectIgnoreDifferences sync option
- Prevents false out-of-sync states caused by cert-manager controller modifications
